George Osborne will drive the Conservatives’ political offensive farther into Labour’s urban heartlands today, challenging cities to follow Manchester’s lead in agreeing to new elected mayors in return for greater powers and funding.
The chancellor wants urban areas such as Birmingham, Bristol, Tyneside, Leeds and Liverpool to take greater powers over transport, housing, planning and policing. In return he insists councils accept elected mayors, which only Manchester has agreed to so far.
